the procedure carried out among any participants in the procurement procedure, including with the participation of small and medium-sized businesses, as well as in non-competitive procurement procedures) from the date of occurrence of all of the following events (depending on which event occurs later): (a) the signing by the parties of the act of delivery and acceptance of services rendered, or universal the transfer document (hereinafter referred to as the UPD) provided for by a letter from the Federal Tax Service dated October 21, 2013 No. MMV-20-3/96@ or a document replacing (modifying, supplementing, clarifying) the specified letter, issued in accordance with the recommendations of the Federal Tax Service of the Russian Federation or other competent authority; (b) provision of an invoice for payment; (c) provision by the contractor to the customer of an invoice (if applicable) issued in accordance with the legislation of the Russian Federation.
